Concrete pavement is the gold standard for long-life pavements, offering a durable, low-maintenance solution that can span decades. However, this longevity is not an inherent property of the concrete; it is a result that is difficult to achieve and only happens when high-quality materials are paired with precise execution. To deliver this, a fundamental truth of the industry must be recognized: quality cannot be inspected into a project at the finish line-it must be built into every part of the paving process from project bidding through completion.

1:30 pm - 5:30 pm Cement Plant Tour for ACPA Emerging Leaders Group

Members of the Emerging Leaders Group are invited to visit St. Marys Cement’s Charlevoix plant where they will gain a behind-the-scenes look at modern cement production. Located along the shores of Lake Michigan, this plant is one of the largest and most strategically placed cement plants in the Great Lakes region and handles everything from raw material processing through kiln operations to final product distribution. The tour will highlight innovations in sustainability, safety practices, and quality control, offering emerging leaders a deeper understanding of how cement supports resilient concrete paving. Transportation provided. St. Marys Cement can provide limited PPE, but attendees should bring their own to ensure enough for everyone. Please dress appropriately including closed toe shoes. Functional committee meetings provide a focused forum for collaboration, discussion, and strategic planning on key industry priorities. Engage with peers to share insights, advance initiatives, and contribute to the ongoing work of the association.

Committees:

• Quality Construction Functional Committee
  The Quality Construction Committee focuses on identifying common issues in concrete pavements and exploring tools to enhance education and improve quality across highway and airfield projects. During this meeting, updates will be provided on ongoing specification work and newly published QA/QC guidance. Attendees are encouraged to come prepared to discuss ideas and areas where ACPA should be focusing, as well as to help identify future topics and challenges for the committee to address.


• Design & Engineering Functional Committee
  The Design and Engineering Committee focuses on the issues, tools, and resources that impact concrete pavement thickness, performance, and optimization. This meeting will focus on PavementDesigner with current on-going updates and potential major future updates. It will review some of the newer tools that have also been released. The meeting will discuss design optimization including strategies that can be implemented within AASHTO's Pavement ME Design tool. Load transfer efficiency (LTE) versus relative differential deflection for joint performance will also be discussed. All attendees are encouraged to participate and bring additional ideas and thoughts for open discussion with the full group.

• Research, Technology, & Innovation Functional Committee
  Dr. Peter Taylor will provide an update on the CP Tech Center's recently completed reserach projects for both highways and airfields as well as programmed future research. There will also be product presentations on a penetrating sealer and a partial depth repair material. In addition, there will be a discussion on the process and problems of taking digital terrain models during the project design and using ProVAL to evaluate the efficacy of the design in terms of project smoothness compliance.


• Marketing and Communications Functional Committee
  The Marketing Committee will review recent marketing accomplishments, new strategic outreach opportunities, and updates to national messaging during this session. Committee members will discuss the newly launched National Concrete Pavement Week initiative and its role in advancing industry awareness. Additional discussion will focus on expanding the association's reach, strengthening ACPA's presence at industry events, and refining key campaign messaging for the remainder of the year.

This forum will explore ACPA’s evolving committee structure and invite member feedback on how to strengthen engagement, clarify roles, and create a more direct path from ideas to action. All attendees are invited to participate in the Government Affairs Committee meeting, where we will build on key themes from the U.S. DOT session and continue the conversation around industry advocacy. The discussion will include follow-up from ACPA’s recent Washington, DC Fly-In, as well as next steps to strengthen engagement with policymakers at all levels. The committee will also focus on expanding advocacy participation across the membership and finalizing ACPA’s advocacy giving program and outreach strategy. This session is an opportunity for all interested members to contribute ideas, align priorities, and help shape the future of ACPA’s government affairs efforts.
